I'm having the same issue with BSOD as another Ryzen 7000 + EXP GDC TH3P4G3 USB4 eGPU at:

for my OneXPlayer 2 Pro Eva handheld 7840U device on Windows 11.
3. Switching power supply for eGPU, eGPU detected(Drivers were installed in safe mode). After 5-10 seconds receiving BSOD "VIDEO_MEMORY_MANAGEMENT_INTERNAL" - as expected. Um790pro is rebooting.
Can't get it to work with my TH3P4G3 + 3060Ti.
Any advice?
Update:
- The official AMD driver (23.9.1) crashes the 6700XT a lot.
- The latest custom AMD driver I got from Radeon.ID ( https://sourceforge.net/projects/amernimezone/files/) seems to somewhat stabilize the 6700XT.
- 3000s and 4000s NVIDIA cards don't seem to work. I heard people say the 2000s work, but I don't have one lying around to test.
- Everything worked fine with previous AMD chips. I tested the rig on 6800U handheld device, and on my 6800HS laptop and they all ran flawlessly.

@nando4, hey, I did install the driver in safe mode. I got the same issue as OP linked build:
Windows 11 causes endless rebooting after BSOD and not operational with eGPU
I tried almost every possible things. My set up worked just fine with 6800U, but not with 7840U unfortunately, even with latest amd driver that got released today (23.9.1).
After installing driver in safe mode and restart, plugging in the eGPU will cause BSOD.

@toan_ngo, @egor downgraded to Win10 in the OP linked build as a workaround to stabilize the system with eGPU attached.
Have you tried the same to get the handheld and eGPU to cooperate?

@nando4, yes - I downgraded to windows 10, and got into the issue of windows 10 not detecting the eGPU at all. OP did say this:
0. In BIOS, set these or otherwise eGPU is not detected withTH3P4G3:
- Above 4g decoding = on
- Resizable BAR = on
- iGPU = on
However, those values are not in the BIOS that comes with my machine and there isn't a bios available. I'm using the Onexplayer 2 Pro Eva edition, with the AMD 7840U.
My set up currently works with my 6700XT, but it keeps crashing all the time when gaming for 5-10 minutes.

@toan_ngo, have you:
1. contacted OneXPlayer for support?
2. done a burn in test of the handheld under constant high CPU/memory load to simulate game load to confirm it's RAM/CPU/thermals can provide prolonged functionality over hours since your RX 6700 XT works for a 5-10minutes only? Consider using software tools to undervolt/downclock/disable CPU turbo boost (eg: set Windows Power profile -> Processor Power Management -> Maximum Processor State = 99%) to lower chassis thermal load to increase stability.
3. tested confirmed good cables for USB4 cables for USB4 eGPUs with stricter cabling requirements?
USB4 systems have stricter USB4-certified cable requirements where these are confirmed to give full performance: Anker 515 1m USB4 cable, Spigen 0.8m USB4 cable, Orico 2m active TB3, SKY USB4 4k 240w cable, Ultunite USB4 cable.

Those options should enabled by default on R7K. And only disabled to avoid BSOD. But looks like it cause detecting problems with usb dock such as EXP GDC TH3P4G3.
I can only guarantee stable operation with disabled options based on my exprience with adt-link + ssd enclosure(which is very rare setup build due to problems described in my build's post).
I believe that all random crashes, freezes and bsods are hard to troubleshoot and they occur only with those options enabled. And suggest to disable them(Yes, you should unlock all hidden bios options) and resolve the problem with detecting, which nobody did at this moment and i can not help you with this problem as I have different setup.
If Onexplayer 2 Pro Eva has AMI (American Megatrends) bios, you should get official rom bios file and try edit it with AMIBCP (AMI BIOS Configuration Program) version 5.02 or newer.

Just got flow X13 2023 (7940hs) and got the same BSOD "VIDEO_MEMORY_MANAGEMENT_INTERNAL" for the moment (cold boot and hotplug).
I'll do some testing and get back if I found something to make it work.
EDIT : So far, tested DDU, safe mode install no luck. BSOD at each drivers load.
Fun fact, I tried with usb4 nvme enclosure and no BSOD, the card showup in device manager, also not functional as PCIE tunenling not working (same as for my intel / TB laptop).
I suspect the new R7k to have some issue with usb4/TB eGPU, all we can hope is it's not an hardware issue and bios or drivers update will correct this.
I will return the laptop soon if I can't make it work and might go for a thinkbook 14+ R7k with OCuLink mod.

No more luck for now, I might try some mode tweaks in the next few days before returning the laptop.
But my next attempt with r7k will be with OCuLink and modding a Lenovo Thinkbook 14+ R7K hidden usb port.

@wildfear, thanks for taking a stab at this. I tried virtually everything I could, to no avail. Hopefully this is a driver issue. I heard this only happens for 3000 and 4000 series, and 2000 series work fine. I don't have a 2000 series around to test though.
