Police blotter Wedding checks bounce The wedding party at the Villa Nova restaurant in Pelham on Dec. 2 may have been a certified success, but not so the checks used to pay for the affair.

The checks, stamped "certified" in red ink, bounced. That earned a Bronx man an invitation to return to Pelham today, not for another wedding, but to face felony charges. Pelham police arrested Steven Horowitz at his home at 2801 Collis Place at about 7:20 this morning. A summons was issued to Horowitz' wife, Linda. Police said she was expected to turn herself in after making arrangements to care for the couple's 7-year-old child.

Police said the Horowitzes paid for the Dec. 2 wedding with three checks totalling $1,998. Each check was stamped "certified." police said. The checks were not honored by the bank, police said, and it was learned that the certification stamps were bogus. Police said Horowitz and his wife would be charged with second degree criminal possession of a forged instrument, a felony.

Today was Horowitz' 28th birthday. NEW YORK (AP) A 59-yearold New Rochelle man who plotted a burglary and two accomplices who allegedly did his bidding and killed a Bronx man during the crime received sentences Tuesday ranging up to 18 years. Frank Corigliano, owner of CCI Carting in New Rochelle, and his accomplices pleaded guilty to manslaughter in connection with the killing of Rudolph Bailey, according to Bronx District Attorney Mario Merola.

State Supreme Court Justice Burton B. Roberts sentenced Corigliano, of 34 First to up to six years in prison, and his acquaintances, Wallace Brown, 24, of the Bronx, and Vincent Nelson, 23, of New Rochelle, to 15 and 18 years, respectively. Corigliano must serve at least two years, Brown five and Nelson nine before they can be paroled, Roberts said. Bailey was shot five times in the back when he interrupted the July 19, 1982, burglary of his Bronx store at 510 Hunts Point Ave. Nelson and Brown allegedly tried to burglarize the safe and killed Bailey when he returned unexpectedly to his office, Merola said.

Merola said Corigliano believed Bailey kept a lot of money in a safe at his used-truck company and sent Brown and Nelson to steal it. After Corigliano's accomplices killed Bailey, they allegedly panicked and called Corigliano to the scene. He came and opened the safe with a cutting torch, but found nothing inside, Merola said. Corigliano and his accomplices were arrested in the Bronx on Sept. 21, 1983.

They were originally charged with second-degree murder and 14 other felony counts, according to a spokeswoman for the district attorney's office. Corigliano is the father of Gary Corigliano, the late owner of United Carting of Mount Vernon, who was killed in an execution-style shooting on May 8, 1981, near the United Carting office. determine if Bailey's murder was New York City police tried to: connected to that of Corigliano, but later determined the two cases" were unrelated. The Epilepsy Institute, a Manhattan-based, non-profit agency, announced Tuesday it will open a branch office at Mount Vernon Hospital.

The Mount Vernon facility will become the first office opened by the institute outside of New York City. The announcement was made at the hospital. "Over the years, we've had con- Death notices stant requests from Westchester residents for service," said Reina Berner, the institute's executive director. "The commute to Manhattan can be a whole day excursion." The Mount Vernon office, expected to begin operations in January, already has a waiting list. The branch will be funded for $25,000 by private sources.

A social worker and a job counselor will be at the facility two days a week, providing information about an illness that is often feared and misunderstood. "People ask, 'Do I tell my employer I have epilepsy? Will I get fired? Can I get health Ms. Berner said.
